This research was commissioned by the Equality and Human Rights Commission Scotland to develop a fuller understanding of the issues facing looked after children with additional support needs, and the systems and processes that provide them with additional support for learning.

This report outlines the findings of a scoping study of education provision for looked after children with additional support needs in Scotland, carried out by Barnardo¿s policy and research unit on behalf of the Equality and Human Rights Commission Scotland.

Given the education challenges faced by many looked after children, and in light of concerns about legislative and policy developments, the Commission wanted to understand more about current and potential support for looked after children.

Barnardo's conducted interviews with local authorities, national bodies, and children and young people, and analysed national statistics to identify the number of looked after children with additional support needs in Scotland and the support for learning that they require.
