This report describes learning from the evaluation scoping phase of Barnardo’s Care Journey Strategic partnerships (in Plymouth and Brent), which focus on improving outcomes for care experienced young people. Based on interviews with 21 stakeholders, observations of 5 meetings, and analysis of 11 documents, the findings show that while there is buy-in from strategic figures in Children’s Services, key barriers to the progress of the partnerships include a lack of a clearly articulated view of partnership working, changes to leadership, and a gap in strategic influence.
