The Strategy Unit’s mission is to improve the lives of children through influencing public policy and practice. The unit is made up of policy, parliamentary and research professionals working across the UK to support evidence based practice and policy change.

The role of the Policy staff is to effect change in external policy, practice and public opinion for the benefit of children, young people and their families. To position Barnardo's as the leading children's charity campaigning on the basis of what works and what matters for today's families throughout the UK.  The Policy staff is charged with developing national and UK wide public campaigns and lobbying strategies in partnership with parliamentary, research and media colleagues. They produce campaign reports and summaries, briefing papers for professionals, respond to government consultation papers, organise lobbying activities and seminars and work with civil servants and policy makers.

The Parliamentary staff support and enhance Barnardo’s profile, particularly with parliamentarians and policy makers, as the leading organisation committed to working with children, young people and families in greatest need. They monitor legislation and government initiatives, identifying those likely to affect the work of Barnardo’s or to have a major impact on the lives of our service users and co-ordinate with other colleagues to respond and advise accordingly. Part of their remit is to help Barnardo’s to be an effective advocate for children, young people and their families and ensure that the views of children and young people are reflected in all aspects of Barnardo’s Parliamentary activity.

The Research staff have a dual role to support Barnardo’s services in improving their practice and delivering effective outcomes for children, young people and their families and to provide an evidence base for our Campaigns and influencing policy and parliamentary work to achieve change for all children in the UK.  The Research team is committed to evidence based policy and practice in children's services and to using research to give a voice to children and young people.
